This course provides a comprehensive overview of state laws applicable to municipalities, counties, special districts, and other unique political subdivisions within the State of Florida. Based in part on the core content for the Florida Bar’s City, County & Local Government Certification Examination, this course provides the structure, authority, operation, financing, and liabilities of Florida local governmental entities. Topics include the constitutional basis for Florida local governments, home rule & the exercise of the police power, formation and modification of local governments, practice & procedures before local governmental bodies, local government financing arrangements and limitations, procurement and contracts, public utility and other proprietary operations, land use & zoning regulation, eminent domain, public sector liability, sovereign immunity, and civil rights actions, and so-called “good government” laws, including the Sunshine Law, the Public Records Act, Conflict of Interest & Financial Disclosure Laws, and Ethics.
